Training is not underperforming. It is pointed at the wrong thing.

Organisations are spending more on learning than at any point in history and getting less capability for it. MIT's Project NANDA found that despite $30-40 billion of enterprise AI investment, roughly 95% of generative AI pilots produced no measurable business return - and the cause was organisational, not technical. The World Economic Forum reports that 39% of workers' core skills will change by 2030, and 59% of the workforce will require training to remain employable.

This whitepaper sets out an alternative: a complete operating model in which capability is defined by the business, denominated in an internal currency, proven by demonstrated evidence, produced through an apprenticeship engine, and governed by a function accountable for the integrity of the measurement rather than the volume of the activity.

This is a working model, not a thought exercise - built for L&D leaders, CHROs and business unit heads who need training to produce capability, not just completion certificates.
